Wyoming

Wyoming requires both a groundwater permit and, in most cases, a contractor license before a water well is drilled. The State Engineer's Office says a person who wants to appropriate underground water must file an application, Form U.W. 5, and must not start construction until the permit is granted. The same page says it is unlawful to construct, alter, or rehabilitate a water well, or to install pumping equipment, without a license under Wyoming Statutes 33-42-101 through 33-42-117, unless an exception applies. Exceptions on the page include drilling on land you own, certain small monitoring wells, and borings that do not need a groundwater permit. A copy of the license is posted at the job site. The office does not recommend a driller. This record does not copy names from its search.

The licensing board named on the State Engineer's page is the Wyoming Water Well Contractors Licensing Board. Drilling contractors and pump installation contractors are separate licenses. The statutes chapter for those contractors says the board examines applicants and issues a license to a person who passes the examination, pays the required fees, and provides written proof of financial responsibility, including general liability insurance. The office's forms include the statement of completion, Form U.W. 6, which licensed drilling contractors submit, and forms for relocating or deepening a well. A permit and a completion statement are part of the water-right record, not a substitute for the contractor license.

An owner who drills on land the owner owns is one of the license exceptions the engineer's page states. That exception does not remove the permit. The page says construction does not start until the U.W. 5 permit is granted, and applications are processed in the order received. The office says permits can usually be obtained before the drilling date. Monitoring wells with a nominal casing smaller than 4 inches that are used only for water quality samples or water levels are described as not needing a State Engineer permit, and drilling those is one of the license exceptions. A drinking-water well is not that kind of hole.

A customer who hires a contractor should ask for the drilling contractor license and, if a different person installs the pump, the pump installation contractor license. The license that is posted at the site is the one the page requires. Use the board's search page rather than a copied roster. Ask for Form U.W. 6 after the well is finished. No fee is copied into the fee field of this record. The engineer's water-well construction page is the public answer to both the permit question and the license question.
