Massachusetts certifies individuals who engage in the business of drilling wells. The Department of Environmental Protection's Well Driller Program says it regulates that business and certifies well drillers to work in the state. It also links a directory of boards of health and the U.S. EPA private-well page. Initial certification is filed online through the department's eDEP system. The regulation page for 310 CMR 46.00 says those rules set the process and qualifications for certification of well drillers and state the drillers' responsibilities. The page says the rules became effective on April 16, 2010, under Massachusetts General Laws chapter 21G, sections 14 and 20. It also says the web text is an unofficial convenience copy and that the official version is at the State Bookstore. The certification page adds the practical steps: new applicants contact the Drinking Water Program, and applications and recertifications are filed in eDEP. An affidavit confirming experience and a reciprocity questionnaire are linked for people using out-of-state licensure.

The certification page says renewal letters go out near the end of October. The completed renewal and any rig renewal must be received by the end of the calendar year. Registrations run from January through December. Recertification is also filed in eDEP. A reciprocity questionnaire is used when an applicant relies on a license from another state, and the other state's licensing agency completes part of that form. The department's find-a-driller page says only certified well drillers may do this work and that the department publishes a list each year. Use that official list rather than a copied roster.
