Louisiana

Louisiana requires a drilling license from the State Licensing Board for Contractors for people and firms in the water-well business. Revised Statutes section 38:3098 says every person, firm, or corporation that drills water wells for underground water, or that drills monitoring wells, geotechnical boreholes, heat pump wells, cathodic protection holes, or seismic shot holes, or that reworks water wells or plugs and abandons wells or boreholes other than oil and gas wells, files an application with that board. The board's water well drilling classification page says the classification requires Louisiana Department of Natural Resources licensure and refers to drilling water wells for potable systems and other water needs. The board's published address is 600 North Street, Baton Rouge, LA 70802.

The statute is in Chapter 13-B, Subsurface Waters, Well Drillers. It says the application uses forms prepared by the board and sets out qualifications and such other information, including any examination, as the board requires. The classification page is the short public description of the water well drilling trade on the contractor board's site. It does not, by itself, list experience hours or an exam outline. A reader who needs the current application uses the board's apply-for-a-license path and the classification page together. The board prints the phone 225.765.2301 on that classification page.

Because the classification says Department of Natural Resources licensure is required, a contractor may have obligations to that department as well as to the licensing board. The department's groundwater resources page for drillers describes construction, registration, and well records as part of protecting aquifers, and it points to the water-well statutes and to construction rules. Those two offices should both be checked before a firm is hired. This record does not choose between later amendments and the statute page that was open for this project. It reports what those two official pages say.

The contractor board's site includes a contractor search by name, license number, city, parish, and type. This record does not copy results from that search. A property owner should ask for the drilling license number and should ask what Department of Natural Resources registration or well-construction notice the firm will file for the specific well. Oil and gas wells are excluded from the water-well licensing sentence in section 3098. Fees set in the statute are not copied into the fee field of this record.
