Colorado licenses well drillers and pump installers through the Board of Examiners of Water Well and Ground Heat Exchanger Contractors. The board's administration rules are 2 CCR 402-14, titled for licensing, financial responsibility, continuing education, and remedial action. Post-license forms include a contractor bond, a certificate of deposit, a letter of credit, and rig registration for well construction or pump installation. Those documents are how a new contractor finishes the license after the board's process, and they are the references a customer can ask a firm to match.

Construction standards are the Water Well Construction Rules, 2 CCR 402-2. The division's well construction page says those rules set minimum standards for materials and methods, including abandonment, pump installation, and cisterns, and it points readers to the 2026 edition as the current version. The same page says House Bill 1165 added ground heat exchanger licensing to the board's work. Continuing education is described on the boards page as a partnership with the Colorado Water Well Contractors Association. If a permit requires it, Rule 6.2.2.1 calls for advance notice and for a copy of the permit at the well site.

Private well owners still need to separate the contractor license from any well permit the State Engineer or a designated-basin agency issues. The same division page explains that the Colorado Ground Water Commission manages designated groundwater basins in eastern Colorado and issues permits for large-capacity wells there, while small-capacity wells are administered by the State Engineer.
